Accessibility and WCAG for Indian Business Websites

Practical WCAG 2.2 AA guidance for Indian SMEs: contrast, forms, keyboard, Tamil fonts, cheap Android testing, and what the Rights of Persons with Disabilities Act actually implies for a Chennai-built site.

Indian business sites still ship as visual posters: pale grey type, carousel buttons with no name, WhatsApp widgets that trap keyboard users, and Tamil set as a JPEG. Founders call that “premium.” Customers with low vision, motor limits, or a cracked Android screen call it unusable. Accessibility is not a Western CSR slide — it is whether a parent in Madurai can book a paediatric slot.

WCAG 2.2 is the shared language auditors and serious buyers use. Level A is a floor most teams already miss. Level AA is the practical contract. Level AAA is for specialists. This guide translates AA into jobs a Chennai SME can finish without a 200-page binder.

The Rights of Persons with Disabilities Act, 2016 and GIGW-style ICT expectations raise the bar for public digital services. Private clinics, exporters, and CA firms are not exempt from reputation, tender questionnaires, or a customer who cannot complete a form. Treat access as product quality, the same way you treat GST invoices on a store.

We write from Brevia Tech Solutions, Thousand Lights, Chennai. We ship WordPress, Next.js, and landing pages. Published floors stay on the record: Landing Page ₹7,500; Business Website ₹28,000; Static from ₹18,000; E-Commerce ₹38,000; Dynamic + SEO ₹50,000 + ₹15,000/mo; custom Next.js from ₹50,000.

This is not a plugin list and not a fear piece about lawsuits. It is a build order: contrast and focus first, then forms, then media, then language, then process. Pair it with how to brief an agency so access is in the brief, not a week-12 surprise.

What WCAG 2.2 AA actually asks of an SME site

POUR — perceivable, operable, understandable, robust — is the frame. For a 8–15 page Indian brochure, that means: text alternatives, contrast, keyboard, labels, error text, consistent nav, and valid enough HTML that assistive tech can parse it.

You do not implement 80 success criteria as a spreadsheet ritual. You implement the ones that fail every audit we run in Tamil Nadu: 1.4.3 contrast, 1.1.1 non-text, 1.3.1 info and relationships, 2.1.1 keyboard, 2.4.7 focus visible, 3.3.1/3.3.2 errors and labels, 2.5.8 target size (2.2).

AA versus the overlay sales deck

AA is properties of your pages. An overlay is a third-party script that promises a toolbar. Buyers who ask for a VPAT or a WCAG statement want evidence on your markup, not a badge in the footer.

A versus AA for Indian service firms

A without AA still leaves unreadable contrast and missing labels — the two failures that kill clinic and CA forms. Skip AAA colour and sign-language requirements unless you are a public broadcaster.

Indian law, tenders, and honest risk

RPwD 2016 recognises access to ICT. Government sites and many PSU / large covered digital services are expected to meet notified standards. If you sell to those buyers, questionnaires will ask about WCAG even if your own shop is a 12-person firm in Anna Nagar.

For a neighbourhood clinic, the risk is operational: missed bookings, angry reviews, and a doctor who cannot defend “the site does not work on my father’s phone.” Document what you shipped. Do not claim “WCAG certified” unless an auditor said so.

What to write on a tender form

State the target (WCAG 2.2 AA), what was tested, on which pages, and known exceptions (PDF archive, third-party map). Honesty beats a fake 100% score.

Colour, type, and the “premium grey” problem

Pale type on marble textures fails 4.5:1 (3:1 for large text). Brand pink on white often fails for buttons. Fix tokens in the design system before you argue about a logo.

Body type at 16px equivalent, line-height ~1.5, and zoom to 200% without clipping is the bar. Fancy display fonts for H1 are fine if they remain text, not images.

Focus rings are not optional decoration

outline: none without a replacement fails 2.4.7. Keyboard users in India include people who never touch a mouse and people whose touchscreens are broken. A 2px offset ring in brand colour is enough.

Images, icons, and “WhatsApp Tamil as a PNG”

Meaningful images need alt that states the job of the image, not “image1.” Decorative images get empty alt. Icon-only buttons need an accessible name: “Open WhatsApp,” not a bare SVG.

Setting service copy as screenshots of Tamil WhatsApp chats is an accessibility and SEO defect. Type the words. See multilingual Tamil / Hindi / English.

Charts and before-after photos

Infographics need a text summary nearby. Before-after clinic photos need alt that does not invent medical claims — describe the image, keep claims in adjacent copy a doctor approved.

Forms, errors, and the lead you never received

Every field needs a visible label tied with for/id or wrapping. Placeholder-only “Name” disappears as you type and fails many users. Required state must not be colour alone.

Errors must be text, next to the field, and reachable by keyboard. “Something went wrong” at the top of a 12-field GST enquiry is how leads die. Pair with forms, CRM, and WhatsApp.

Phone, OTP, and +91 patterns

Use input type tel, autocomplete, and a country code that does not trap screen readers in a custom dropdown without roles. OTP widgets must expose each digit or a single field with a clear label.

Keyboard, menus, and sticky WhatsApp buttons

Tab order should follow visual order. Mega-menus must open and close from the keyboard. Modals must trap focus and return it. Escape must close.

Fixed WhatsApp and call buttons often sit on top of the submit button at 360px. That is a target-size and occlusion bug, not “engagement.” Give them spacing and a skip or dismiss path.

Carousels that steal the tab key

Auto-advancing sliders move focus and content without warning. Pause control and no surprise context change (3.2.x) matter more than a third hero slide.

Video, reels embeds, and captions

Hero background video needs a pause control and must not be the only way to get the offer. Captions (or a transcript) are required for prerecorded video with speech if you claim AA.

Instagram embeds are third-party accessibility debt. If the reel is the pitch, duplicate the script as HTML. Website vs Instagram Shop is the channel split; this is the access split.

Audio-only founder podcasts

Provide a transcript. Auto-playing audio on landing is a hard fail for 1.4.2.

Stack choices: WordPress, Shopify, Next.js

WordPress: pick a theme that ships real headings and forms; audit page builders that spit out nested divs. Shopify: checkout accessibility is mostly Shopify’s job; your theme’s PDP and megamenu are yours. Next.js: you own every component — that is power and liability.

Compare jobs, not logos: which stack and static vs WordPress vs custom. Builders can pass AA if the designer is disciplined; they fail when every text block is an H1.

PDFs of price lists

A scanned rate card is inaccessible. Publish HTML prices or a tagged PDF. Prefer HTML on the business site.

How we test from Chennai without a theatre audit

Manual keyboard pass, axe or WAVE as a lint (not a certificate), contrast on tokens, TalkBack on one Android, VoiceOver if a Mac is in the room, and a real form submit. Then fix the top ten issues before you buy a 60-page audit.

Speed testing belongs in the same week — inaccessible and slow often share uncompressed heroes. See Core Web Vitals for SMEs.

What we refuse to call “done”

Unlabelled icon nav, colour-only errors, Tamil-as-image, and a cookie wall that cannot be accepted by keyboard. Those block launch on Brevia builds.

What to put in the agency brief

Write: target WCAG 2.2 AA on all marketing URLs we ship; exceptions listed; no overlay as the strategy; test devices include a budget Android. That sentence changes the build. Full brief craft: how to brief a website agency in India.

Budget the work inside the package, not as “phase 2.” Floors remain Landing ₹7,500; Business ₹28,000; Static from ₹18,000; E-Commerce ₹38,000; Dynamic + SEO ₹50,000 + ₹15,000/mo; custom from ₹50,000. Start: consultation or contact.

Maintenance after launch

New landing pages reintroduce failures. Bake checks into WordPress maintenance and content ops, not a one-time certificate.

Not as a blanket private-sector statute that names every kirana site. The RPwD Act and related ICT guidelines bite hardest on government, public sector, and large covered entities. That is not permission to ship unlabelled forms and grey-on-grey type. Courts and buyers increasingly treat inaccessible digital services as discrimination risk. Build AA basics on business websites from day one.

WCAG 2.2 AA is the honest target. AAA is a research project for most SMEs. AA covers contrast, labels, focus, error text, and target size — the failures that actually block bookings. Pair with mobile-first because most Indian assistive and low-vision use happens on phones.

No stack is accessible by logo. A bloated WordPress theme can fail contrast and heading order; a custom Next.js app can forget labels. Themes and components are starting points. Accessibility is QA, not a plugin checkbox. Stack context: React / Next.js vs WordPress.

Usually no. Overlays that claim to “fix WCAG” with a toolbar rarely fix markup, and some interfere with real screen readers. Fix HTML, CSS, and forms. If a vendor sells an overlay as compliance, treat it as theatre until they show a manual audit against 2.2 AA.

Tiny, decorative, or image-only Tamil is a failure. Use licensed webfonts with adequate size and line-height; never screenshot WhatsApp Tamil as the only text. Hindi/Tamil must remain selectable and zoomable. Guide: multilingual websites.

Keyboard-only path from homepage to form submit; 200% zoom; contrast on primary buttons; form errors announced in text; alt on meaningful images; captions on hero video. Test on a ₹12,000 Android with TalkBack for 15 minutes. That beats a 40-page PDF audit you will not implement.

Good headings, alt text, and labels help SEO and Core Web Vitals hygiene. Bloated overlay scripts hurt both. Speed and access share a host and image plan — see speed and hosting.

Semantic structure, labelled forms, focus styles, and contrast on the components we ship. Deep audits and PDF remediation are scoped extras. Floors: Landing ₹7,500; Business Website ₹28,000; Static from ₹18,000; E-Commerce ₹38,000; Dynamic + SEO ₹50,000 + ₹15,000/mo; custom from ₹50,000. Book a Consultation.
